Bowmanville homeowners can get a retaining wall built or repaired by The Setting Stone Company, a local contractor working in natural stone and interlocking block, from Aspen Springs and Orchard Park to lots near the Brookhill Tributary.
Valleys and water set limits here. The Bowmanville Creek and Soper Creek valleys mark the west and east edges of the Bowmanville East plan area, and that plan names slope and erosion hazards in those valley systems. Fill, grade changes or work close to either creek may need a permit from Central Lake Ontario Conservation (CLOCA) under Ontario Regulation 41/24. Clarington’s site alteration permit can apply as well, so we check both with you before work begins.

Clarington’s residential landscaping instructions say any new weeper, the drain pipe behind a wall, must empty within your property, and its outlet cannot be buried. That decides how we drain a wall in this town. Clean gravel and perforated pipe go behind the block or stone, and we work out where that pipe comes out before anyone digs. Below it sits an excavated, compacted base, with the first course set into the ground. Taller walls lean back. The original drainage pattern stays as it was, so your neighbours don’t inherit your water.

The right wall depends on height, access and the look of the house. We do the same four jobs across the region, as our Durham Region services page shows.

Clarington’s site alteration rules apply across town: you need a permit under By-law 2024-017 before fill or topsoil is placed, soil is removed or the grade changes. Near the lake at Port Darlington the limit is firmer. The Official Plan bars new buildings or structures of any type in the Regulatory Shoreline Area, which the Port Darlington plan maps with flood and fill lines.
Height is an Ontario Building Code matter. A wall over 1,000 mm in exposed height beside public property, access to a building or private property the public is admitted to is a designated structure, and that means a permit. Clarington’s web pages give no height, so ask the Building Division at 40 Temperance Street, 905-623-3379 ext. 2660, what applies to yours.
The Official Plan encourages only minimal change to this landform's natural contours, so check the plan's Map D before cutting or filling.
One third of Brookhill's roughly 300 hectares is natural features, with the Bowmanville Creek valley on its east side. Check CLOCA's regulated area map before planning.
No fill may be imported from outside Clarington, and breaking the site alteration by-law can bring a fine or an order to remove.
We are based in this town, so we can come out to look at a leaning wall or a wet slope without a long trip.
We don’t price walls over the phone. The slope, the soil and the way in for a machine all change the job, so we come and look.

Alexis L. Google reviewTim at Setting Stones rebuilt our slipped stone steps and installed a new retaining wall. Hands down the best contractor we’ve worked with. He was professional, listened closely to our vision, and accommodated every design change without complaint. He kept the site immaculate throughout the project, and the finished stonework speaks for itself. Highly recommend.

Only with a permit, and only from inside the municipality. Clarington requires a site alteration permit before fill is placed, and no fill may be imported from outside Clarington. A soils analysis is only needed if the material is not coming from or going to a municipally zoned landscape yard or aggregate pit. Near the Bowmanville Creek or Soper Creek valleys, the fill may need a CLOCA permit too.
Start by asking CLOCA, which covers the Bowmanville and Soper Creek watershed. Its permit page says the first step is to ask staff whether permits are required, and it points to a regulated area map. A new structure, fill or grading close to either creek may need its permit before work starts. Once we know what is allowed, we can plan the wall to suit.
We don't put a number of years on it, because drainage, soil and height decide that. A 2020 consultant report for Durham Region counts around 80 freeze-thaw cycles a year, based on air temperature, and Environment Canada's 1981 to 2010 normals for Bowmanville Mostert add 93.1 cm of snow to melt, so drainage matters. Permacon, a block maker, says a well-built wall should need little maintenance, plus a spring check of caps and steps.
A wall's cost depends on height, length, material, drainage and machine access, so we quote after a free site visit, never by phone, and the quote is itemized. A long wall above the Soper Creek valley will not cost what a short planter wall in Orchard Park does. A Clarington site alteration permit has costs of its own: a $1,000 security deposit and fees from the User Fee By-law, plus a grading plan.
Level ground above a new wall is a natural spot for an interlock patio, and a wall can tie into stone steps. Here is more of our local work.
