What the Town's study says about clay and water

A Flagstone Patio in Whitby Starts With the Water

Water sets the plan when The Setting Stone Company builds a flagstone patio, walkway or steps for a home in Whitby or Brooklin.

The Town’s Corbett Creek drainage study shows why. It describes soil that is mainly permeable silt, sand and gravel, with clayey silt till commonly showing at the surface, and a water table typically near the surface in the northern half of that watershed. That is a regional description, so we confirm it on your property when we dig. If your yard holds water after rain, tell us at the visit, because it changes the plan.

Drain first, stone second

Keeping Stone Level When the Ground Stays Wet

Farther south in the Corbett Creek watershed, the same study describes silt and clay plains where snowmelt runs off the surface instead of soaking in. A Whitby flagstone patio in the path of that runoff needs somewhere to send the water. We excavate to firm ground, lay geotextile fabric, compact a granular base and shape the grade so runoff moves away from your foundation. Joints get polymeric sand or mortar, whichever suits the layout and the way the yard drains.

Brooklin, Werden's Plan and Lynde Creek

Is Your Whitby Home in a Heritage District?

Whitby has two heritage conservation districts: Brooklin, with 169 properties, and Werden’s Plan Neighbourhood in Downtown Whitby, with 250. A property owner in the Brooklin district must follow the district plan and needs a Heritage Permit before any proposed work. If your home is in either district, read the Town’s heritage district page before ordering stone.

Yards near water have a different check. The Central Lake Ontario Conservation Authority (CLOCA) finished new Lynde Creek flood mapping in 2025, replacing the 2008 mapping, so it is worth looking again even if you checked years ago. Flood maps and rules do change, so check with CLOCA and the Town before work starts, and we can help at the quote.

More than half of homes date from 1981 to 2005

Those backyards may still sit on the builder's original grading, which is where a new patio plan has to start.

Oak Ridges Moraine land

Part of the town falls under the Oak Ridges Moraine, with its own Zoning By-law 5581-05. We check that before planning site work.

New growth in north-west Brooklin

The Town plans to expand onto new land there. A newly graded lot gets a closer look before any stone goes down.

One crew, no subcontracted labour

Tim's own crew comes from Bowmanville, protects the property while working, and cleans up before the final walkthrough with you.

Flagstone questions in Whitby

Flagstone on Whitby Ground: Common Questions

Flagstone can shift on clay when the base is thin. The Town's Corbett Creek study describes clayey silt till commonly showing at the surface, and Unilock's base guide says clay usually needs deeper digging. We dig out soft material, lay geotextile fabric so clay does not mix into the base, and compact a granular base for the stone to rest on.

You may. Lynde Creek falls under Central Lake Ontario Conservation Authority jurisdiction, and under Ontario Regulation 41/24 a permit may be needed for placing fill, altering grades or working close to a stream. CLOCA's permit page points to the regulated area map and staff contacts. We confirm what applies to your lot at the quote.

Keep your distance where you can. The Town's drainage and grading page recommends no changes within 60 cm of the property line. It lets owners change lot grading as long as water does not pond on their land or a neighbour's and the neighbourhood's drainage pattern stays as designed. Drainage questions go to the Town at 905-430-4307.

The Town counts 8,910 homes built from 1991 to 2000, and both materials work on a lot of that age, so the choice comes down to the look. Flagstone has irregular shapes and natural colour, and it softens a yard built on straight lines, while interlock pavers give a regular pattern. We can quote both after seeing the yard.

The price of flagstone depends on size, the stone itself, and how much base and drainage your lot needs, and a wet Whitby yard takes more work than a dry one. We come out for free, measure, and send a clear, itemized quote, since a ballpark over the phone would be a guess.
