Flagstone patios, walkways and steps are what The Setting Stone Company builds for Pickering homeowners, on the large lots of Rosebank, Woodlands and Dunbarton and in Bay Ridges and West Shore by the water.
Yards here are mostly established. The City reports that 77.5% of dwellings were built before 2000, a larger share than other Durham municipalities, and neighbourhoods like Rosebank and Highbush are primarily detached homes on large lots. That makes room for a broad patio, a long path through the garden, or steps where the yard falls away. We plan the stone around the yard you have.

The Toronto and Region Conservation Authority (TRCA) describes the Lake Iroquois plain in the Duffins Creek watershed as mainly clay, with a band of sandy soils along the old shoreline. To the north, the Oak Ridges Moraine’s south slope has many drumlins. That is regional, so we read your lot when we dig. Whatever turns up, the order holds: dig out, lay geotextile fabric, compact the granular base, and set a grade that takes water away from your foundation. The City reports more frequent and extreme rainfall, so we plan where the water goes before setting stone.

Surfaced walks and patios count as landscaped open space under Zoning By-law 8149/24, while driveways do not. On a tight lot, that makes flagstone a smart way to add usable space.

City By-law 6060/02 requires a permit to place fill or remove topsoil within 30 metres of any body of water. That can mean yards along Dunbarton Creek, Petticoat Creek, the West Duffins Creek or Frenchman’s Bay. Inside TRCA’s Regulated Area, landscaping can count as development under Ontario Regulation 41/24 as well, and TRCA wants to see the proposed surfaces and how much fill is going in. Owners can look up a property with TRCA’s online Regulated Area Search.
By-laws get amended, so confirm with the City and TRCA first. Tell us at the visit and we will help with the process.
The whole hamlet is designated by By-law 4074/92, and work that may need a Heritage Permit includes new walkways.
North of the plain, the moraine's south slope has many drumlins, long narrow mounds of glacial debris, so levels take planning.
Seaton is planned for about 61,000 residents. The City says a flagstone patio on a new Pickering build typically waits for a final lot grading certificate.
Part of the city lies in this watershed, so Central Lake Ontario Conservation Authority (CLOCA) rather than TRCA may be the authority to ask.
You talk to the person running the job, you see the numbers in writing, and the yard gets left clean. Here is the order.

We couldn't be happier with the work done by The Setting Stone Company. Tim and his team are professional, punctual and incredibly skilled. They transformed our front yard with a custom porch and walkway. It's now a beautiful and functional space. They also installed a concrete pad, custom shed and matching patio stone surround to complete the look.

Yes. Pickering's Zoning By-law 8149/24 excludes driveways, curbs and retaining walls from landscaped open space, but it counts surfaced walks and patios. That matters on a tight lot, because Table 5.3 requires 30% landscaped open space under 11.0 m of frontage, and 45% at 11.0 m or more, in each yard used for a driveway or parking.
You may. Whitevale is entirely a Heritage Conservation District under By-law 4074/92, and the City's heritage planning page lists new hard landscaping such as walkways among work that may need a Heritage Permit. Ask the City Development Department at 905.420.4617 or citydev@pickering.ca before ordering stone, and we can plan the job around the answer.
A flagstone patio's price depends on its size, the stone, how easily we can reach the yard and how much digging the ground needs. A By-law 6060/02 permit for fill or topsoil near water is a separate matter with the City. A phone ballpark would be a guess, so we offer a free site visit and a clear, itemized quote instead.
Leave room for drainage. The City's drainage page says the land between houses is graded as a small channel and gardens along fence lines often block it, and it says to keep them away from property lines. Property Standards By-law 7887/21 adds that storm water must not cause standing water or damage on your lot or a neighbour's. We keep a patio clear of that channel.
Flagstone suits a garden path or patio with irregular shapes and a natural look, and it sits well beside an older home. Interlock pavers suit straight lines and regular patterns. We build both on the same kind of excavated, compacted base, and Zoning By-law 8149/24 counts a patio or surfaced walk in either one as landscaped open space, so the choice comes down to the look. We can quote each one after seeing your yard.
