In Newcastle, Ontario, The Setting Stone Company offers snow removal for homeowners from Foster to Bond Head, covering what municipal crews leave behind: driveways, walkways and front steps.
The village runs from the 1960s and 1970s ranch bungalows west of North Street to heritage homes in the Village Centre and open farm fields in North Village. Clarington runs a program for seniors and residents with disabilities here, and we will tell you if it covers what you need. That program stops at the sidewalk and the windrow. We build driveways and walkways, which is how we know to clear the rest without tearing up the surface.

Clearing comes first, then grip. Rock salt fades in deep cold: Conservation Ontario’s guide puts its lowest effective temperature at -7 C, and CMHA, the paver association, at about -9 C. Below that, fine sand gives footing, except on permeable pavers. The same guide warns that calcium and magnesium chloride draw moisture, so a surface can turn slippery in humid conditions. On the walks and steps of Newcastle’s bungalows and village houses, we think about footing before melting.

The municipal program ends at the sidewalk and the windrow, and our winter work starts there. We work across town, from Foster and the Village Centre to Graham and Bond Head.

For some households in Graham, Foster or the Port of Newcastle, yes. Clarington’s program serves residents 65 or older, or with a certified disability, if nobody able-bodied under 65 lives in the home. Sidewalk service starts within 24 hours after snow stops, and only when more than 7.5 cm has fallen. Windrow clearing waits until municipal plows finish, and only above 15 cm. Crews go no more than one metre into the apron and clear no private walkways. The program excludes farms, which matters around North Village’s open fields, along with condominiums and businesses. The 2026-27 fee is $107.69 with HST, and the application window was September 21 to October 31, 2026. Confirm details with the municipality.
The community has controlled road access, so mention it when you call, and check first what your community already looks after.
Clarington's sidewalk rule covers drifting as well as snowfall, so a sidewalk cleared once may need clearing again.
Clarington plows 892 km of municipal roads, and says not to report an unplowed road until at least 8 to 12 hours after a storm.
A plow passing after you shovel leaves a new windrow at the bottom of the driveway, and without the program that one is yours.
A family member can call for you. We don’t give phone estimates, so we come by, look at the walk and steps, and talk it through.
Reach us at (905) 922-6684 or through the contact form. We reply within 1 business day, and you can have family on the call.
We walk the driveway, the path to each door you use, the steps, and anywhere that tends to hold ice after a thaw.
Talk to us about what suits your property, seasonal or by the visit. If the municipal program covers enough for you, we will say so.
After the thaw, Permacon's care guide says to check edging and reset shifted pavers. We can fix those, or build a new walkway once it warms up.

It can be a mix of two. If you are enrolled, Clarington's seniors and disabilities program handles the sidewalk above 7.5 cm and the windrow above 15 cm. A private contractor covers the rest: the driveway past the first metre, the walkway and the steps. In the Wilmot Creek Adult Lifestyle Community, check first what your community already looks after. Talk to us about what suits your property, and we will say which parts you need.
On your own lot. Clarington tells residents not to push, plow or blow snow onto the road, under By-law 2014-059. Choose a spot that slopes away from the walk and the foundation, so melt does not freeze across the path overnight. On a bungalow lot west of North Street, start by asking which side of the driveway falls away.
It depends on the stone. The Natural Stone Institute does not recommend limestone exterior paving where de-icers may be used, because they damage most limestone, and it ties freeze damage to how much water a stone absorbs. If you don't know what yours is, whether a flagstone walk in Foster or old steps on North Street, go sparingly, use sand for grip, and ask us to look. See our winter care guide for more.
