Snow Removal in Whitby: What the Clean Community By-law Asks

For homeowners who need snow removal in Whitby, Ontario, The Setting Stone Company clears driveways, walkways and front steps and handles salting and ice control.

Clean Community By-law 8271-26 took effect April 1, 2026. Owners or occupants get 24 hours from when snow accumulates to clear the sidewalk, including the windrow a plow leaves, plus 60 cm around a boulevard hydrant. Snow also can’t be shovelled or blown onto or across a road or sidewalk without authorization. We work across Whitby, including Port Whitby, Downtown Whitby and Brooklin. We also build driveways and walkways for a living, so we know how to clear interlock and flagstone without chewing up the surface.

Where the meltwater goes

Why Does It Matter Where Snow Gets Piled in Whitby?

Snow has to stay off the road and sidewalk, so it ends up on your lot and melts from there. The Town’s Corbett Creek drainage study describes silt and clay plains in the south of that watershed, where snowmelt runs off the surface and straight into streams. That describes the watershed, not any one lot, but it explains two things we do. We pile snow so the melt drains away from your walk and steps. We also keep salt light, because on ground like that the melt can reach a creek.

By-law 8271-26, section by section

Two Sections of Whitby's By-law Homeowners Should Know

Whitby’s Clean Community By-law 8271-26 has two snow rules that matter most for a house. Section 6.1 gives owners or occupants 24 hours from when snow accumulates to clear any sidewalk, windrow included, and the area within 60 cm of a boulevard hydrant. Section 8.6 bans shovelling, plowing or blowing snow onto or across a road, sidewalk or pedestrian walkway without authorization. Administrative penalties for either start at $355 and climb to $750, and under s. 6.3 the Town can do the clearing and add the cost to your tax roll. By-laws change, so confirm the current wording with the Town. We cover this at the quote.

A free Town program, with a narrow scope

Whitby's snow and windrow program serves residents 65 or over and residents with disabilities, at no fee. It covers only the plow ridge and sidewalk.

When the Town's program comes out

Sidewalk clearing starts at 5 cm of snow and windrows at 10 cm, typically about 36 hours after the snow or drifting ends.

No overnight parking, November 1 to April 15

Traffic By-law 8059-24 bars parking on any road from 2 a.m. to 6 a.m., which puts cars on the driveway. We plan around them.

Not a private house? The rule reaches further

Under s. 6.2, other properties must clear walkways, pathways, driveways, lanes and parking areas within 24 hours.

How it starts

From First Call to a Clear Driveway

Tell us what you have and what you want off your plate. Yards differ, so we look before we quote.

Start With a Call or a Note

Reach us at (905) 922-6684 or through the contact form. Mention a hydrant on your boulevard, or a home in a heritage district.

01

We Look at What You Have

We check surfaces, steps, any hydrant on your boulevard, the sidewalk along the lot, and how many cars stay home overnight until mid-April.

02

Seasonal or Per-Visit

Talk to us about what suits your property. We spell out what is included in a clear, itemized quote, so nothing is left to guess.

03

Ask Us to Look in Spring

After the thaw, Permacon's care guide says to check edging and reset shifted pavers. Lifted units, loose borders and washed-out joints are all repairs we do.

Snow Clearing Questions for Whitby Homeowners

24 hours. The Town's sidewalk snow clearing page starts that clock after a snowfall and applies it to the sidewalks around your property, and s. 6.1 of By-law 8271-26 includes windrows. The area within 60 cm of a boulevard fire hydrant falls under the same section, so a hydrant on the boulevard in front of your house is part of your job.

Yes. The Town's snow and windrow clearing program serves residents 65 or over and residents with disabilities, with no fee. The program clears only the plow ridge and adjacent public sidewalks, and 2026 applications had to be in by November 1, 2026. Clearing ice stays with the homeowner. For the driveway, walkway or steps, call us.

Not without authorization. Section 8.6 of Whitby's Clean Community By-law bans shovelling, plowing or blowing snow, slush or ice onto or across a road, sidewalk or pedestrian walkway, and it carries the same penalty tiers as an uncleared sidewalk. The word "across" matters, so a snowblower aimed over the sidewalk counts too. Plan your piles on the house side.

No single product is safe on everything. The Natural Stone Institute says salt can recrystallize in a stone's pores and flake the surface, that limestone and travertine are most often affected, and that limestone exterior paving is not recommended where de-icers may be used. The New York Landmarks Conservancy, a heritage group, suggests shovelling first, mixing de-icer with sand, using it sparingly and keeping it off the base of the building. That suits older homes in Brooklin.

Hiring someone does not automatically end your duty. By-law 8271-26 names owners or occupants. Ontario's Occupiers' Liability Act sets a duty of reasonable care, and says an occupier who acted reasonably in hiring and checking a contractor is not liable for that contractor's negligence, though duties the law won't let you hand off remain. Talk to a lawyer about your own situation. We can tell you plainly what an arrangement with us covers and what stays with you.
